The General Services Administration began conducting Early Local Census field operations in 2009 to complete the 2010 US Census. This required dozens of field offices from which to base activities within communities to be surveyed, typically constrained by limited budget (established by the General Services Administration) and various conditions in the existing buildings where the US Census Bureau leased space.
Within these parameters, HHFA (as a design-build team with M3 Services) created an intelligent response to project program – computer stations, collaborative work rooms, meeting and training spaces, and file storage – though a disciplined design approach that took advantage of existing building components. Efficient decisions in space layout and material use enhanced the occupant experience with little impact to cost and schedule.
